Legislative Update: Fiscal Year Ends without Passage of Continuing Resolution Funding Government AgenciesOctober 2013 |
Fiscal year (FY) 2013 ended September 30 without passage of legislation providing short-term FY 2014 funding for government programs, including ARC. The U.S. Senate had approved its version of a continuing resolution on September 27; that legislation, like the House bill approved on September 20, funded agencies at their FY 2013 post-sequester funding level. However, legislators were unable to come to resolution on differences in the bills, resulting in an appropriations lapse of uncertain duration beginning October 1.
During the lapse and ensuing government shutdown, ARC will have sufficient prior-year appropriations available to it to continue general operations for approximately three months. General operations include reviewing and monitoring projects, and disbursing payments to grantees. In the event of an extended shutdown, details on alternative plans will be provided.
